Improvement of Public Healthcare Quality by Introducing Public Health Technology Assessment and Developing Adverse Event Registration System

Essence of the project
One of the priorities of the undergoing reorganization of the Lithuanian health care system is improvement of quality of health related services. With the view to ensure quality of health related services, national legal base has been set up and institutions participating in the quality control processes have been established. Nevertheless, due to insufficient systemic attitude towards the guaranteed quality of health services and poor coordination of activities of institutions, the interventions aimed at improvement of quality in the field of health services are not efficient enough. There is no national system for assessment of public health technologies (hereinafter the PHT), and the system for registration of adverse events (hereinafter the AE) has not been created yet.
The aim of this project is to create and install system of PHT assessment and system of AE registration, monitoring and prevention.
The created PHT assessment system will enable health politicians and specialists to receive comprehensive, evidence based information about effective and efficient interventions aimed at promoting public health and disease prevention. Development of AE registration system will allow all health care institutions register adverse events and monitor trends according to the uniform criteria. Information that is collected systemically will be useful when preparing and implementing preventive measures for reducing the risk of adverse events in health care institutions.
Smooth functioning of PHT assessment system and system of AE registration, monitoring and prevention will significantly contribute to improvement of quality health care services, better fulfill the health care needs of people and help using resources in the health sector more expediently.

Aim of the project
To implement the PHT assessment system and system of AE registration, monitoring and prevention, in order to continuously assess the quality of public health technologies and guarantee that high quality health care services are provided to people.
Tasks of the project
1. To access the demand for PHT assessment;
2. To improve administrative and special skills in the field of PHT assessment;
3. To set up and test PHT assessment system;
4. To access the demand of AE registration, monitoring and prevention system in the health care institutions;
5. To improve administrative and special skills in the field of AE registration, monitoring and prevention;
6. To elaborate the system of AE registration, monitoring and prevention.
Project activities
1.1.1. Situation analysis – the demand for assessment of public health technologies;
1.2.1. Training on improvement of administrative skills in PHT assessment;
1.2.2. Training on improvement of specialized skills in PHT assessment;
1.3.1. Carrying out the assessment of four public health technologies;
1.3.2. Creation of systems enabling access to the PHT assessment results;
1.3.3. Preparation of the procedure of public health technology assessment;
2.1.1. Situation analysis – how health care institutions are prepared for installation of the system of AE registration, monitoring and prevention and creation of AE model;
2.2.1. Testing of the AE registration, monitoring and prevention model;
2.2.2. Preparation of recommendations regarding the list of AE and their registration procedures.
